Background:
|
On January 3, 2019, a charter school petition was submitted for The Andrew S. Douglas Middle School. Douglas is petitioning to create an instrumentality charter school, serving approximately 780 students. The school is proposing to offer enrollment for students in grade 6 through 8, beginning with the 2019-2020 school year.
This item is being presented to the Board pursuant to Wisconsin State Statute 118.40, Charter Schools, and Administrative Policy and Procedure 9.12, Charter Schools. Pursuant to Wisconsin Statute 118.40(2)(a), the Board must hold a public hearing within 30 days after receiving a petition by MPS teachers to establish a MPS charter school. Pursuant to Wisconsin Statute 118.40(c), the Board shall either grant or deny the petition within 30 days after the public hearing.
The Andrew S. Douglas Middle School’s Cultural Foundation is centered on exploration that leads to excellence. Both students and staff will be encouraged to continually explore real-world problems to find and implement solutions and advance their learning through a STEM focus.
Douglas Middle School’s STEM focus will be evident in all aspects of the school’s culture and climate. STEM heroes and professionals will be promoted as role models: famous STEM practitioners will be featured in the school environment and curriculum, and local STEM professionals will be encouraged to visit the school to build relationships with students and staff. Fun, interactive STEM-related activities will be available to students not only during classroom instruction but also during lunch, after school, and through long-term and community-based projects. Students and staff will have access to local STEM professionals or graduate students as STEM mentors.
Problem-based learning will be used to approach teaching and learning as well as to solve issues or problems that may arise within the school community.
Although the Charter School Review Panel has yet to review the petition, due to legal time constraints, it is recommended that the Committee on Student Achievement and School Innovation (SASI) provide an opportunity for public hearing on Andrew S. Douglas Middle School’s charter school petition. |

Implementation and Assessment Plan: |
Subsequent to the Committee’s meeting, the MPS Charter School Review Panel will meet to review the charter school petition and give the petition writers the opportunity to demonstrate their passion, commitment, and support for The Andrew S. Douglas Middle School. The Panel will then forward its recommendation to the Board.

Recommendation
|
That the Committee:
1. give public hearing regarding The Andrew S. Douglas Middle School instrumentality charter school petition in compliance with Wisconsin Statute 118.40(2)(a), Charter Schools, which requires public hearing within 30 days of a petition’s submission; and
2. direct the Charter School Review Panel to bring its recommendation directly to the Board to comply with Wisconsin Statute 118.40(c), which requires the Board to either grant or deny the petition within 30 days after the public hearing. |
