Background:
During the FY19 budget process, the administration added 50 Supplemental Teacher positions to the budget. These positions require a substitute teaching license and afforded an opportunity for those with a bachelor's degree to enter a teacher preparation program during the FY19 school year while serving as the teachers of record in high needs areas.

The administration is requesting to increase this number to 150 positions to allow those wishing to remain in the position who have not completed their licensure program to continue for one more school year. It will also allow for current permit teachers who have exhausted their permit license opportunities to continue as the teacher of record in their high needs area for one more school year as they complete their licensure program.

This increase is only being requested for the FY20 school year.
 
Fiscal Impact Statement:
This item does not authorize expenses as the supplemental teachers are filling vacant positions in schools already allocated for in the FY20 budget.  
Implementation and Assessment Plan:
Upon board approval, the administration will fill these supplemental teacher positions.  
Recommendation
The administration recommends that the Board allow the administration to increase the number of supplemental teacher positions.
