Background: The Milwaukee Public Schools (MPS) Head Start program is seeking funding to implement a supplemental summer program through the funding of the Coronavirus Aid, Relief, and Economic Security (CARES) Act. The CARES Act, has made approximately $250 million available for grants to Head Start grantees for one-time activities in response to COVID-19 for children that are 3 years and older.The purpose of the program is to make up for the instructional time lost as a result of program closures due to the coronavirus disease (COVID-19).

Per the guidelines of the CARES Act funding application, the MPS Head Start summer program has prioritized enrollment. The focus is placed on currently enrolled Head Start children in K4 and children with Individualized Education Programs (IEPs). Specifically, summer programming is to accommodate 527 students total; 360 in K4 (66 which have IEPs) and 167 K3 students with special needs.

The Head Start program will continue to follow all state and federal guidelines to maintain the health and safety of children, families, and staff during the implementation of the summer programming.

The Milwaukee Public Schools Head Start program is seeking $155,578 for the CARES Act Funding Application.

The application will be submitted May 15th, 2020.
Fiscal Impact Statement: Does not authorize expenditures.
Implementation and Assessment Plan Upon Board approval, the MPS Head Start office will submit the CARES Act Funding application.
Recommendation: Your Committee recommends that the Board approve the submission of the CARES Act Funding application.
