Background: Per Wisconsin State Statutes 118.51(5)(a)(1) and under the 2015 Wisconsin Act 55, the Milwaukee Board of School Directors is required to designate the number of regular and special education spaces available within the school district at its January 2018 meeting.

To the extent consistent with state laws, MPS administrative policies, and MPS administrative guidelines, a non-resident pupil (one residing outside the city of Milwaukee) may apply to attend an MPS school through either the full-time or part-time state-wide open enrollment programs.

Applications must be received by MPS within the timeframe designated by state law. An application may include a request to attend a specific school or program, but preference in assignment at a school, program, class or grade shall be given to residents of the city of Milwaukee.

The District will continue to implement Administrative Policy 8.45, Admission to Non-Resident Students and will offer seats to non-resident students where space is available after the MPS enrollment periods. Attached is a chart that provides you with enrollment information from 2015 to January 8, 2018.

Recommendation: Your Committee recommends that the Board approve the public school open enrollment seats for the 2018-2019 school year of 400 new incoming total seats for regular and special education non-resident students in grades K4 through 12th.
