Background: Federal and state laws require that students identified as English Learners (ELs) be assessed to determine their progress to become English Language Proficient. ACCESS for ELLs® is the assessment used annually to measure this growth. All ELs, including those who receive special education services are required to participate. ELs recognized under the Individuals with Disabilities Education Act (IDEA; 2004) as having a significant cognitive disability and who are expected to participate in the Wisconsin Alternate Assessment are eligible to take the Alternate ACCESS for ELLs in place of the ACCESS for ELLs®.

In addition to meeting statutory accountability, the results are used for planning and instructional purposes. ACCESS for ELLs® serves as the single most psychometrically valid and reliable measure of a student’s English Language Proficiency.

This presentation will review the student results from the 2017-18 administration of the assessment. New reclassification methods will also be discussed.
