Background: Carmen High School of Science and Technology, South, was established in fall 2007 and is located at 1712 South 32nd Street. Carmen Middle/High School of Science and Technology, Northwest, was established in fall 2013 and is located at 5496 North 72nd Street. Carmen High School of Science and Technology, Southeast, was established in fall of 2016 and is located at 2500 West Oklahoma Avenue. Carmen Middle School of Science and Technology, South, was established in fall 2018 and is located at 1236 South Layton Boulevard. Carmen’s mission is to graduate all students as critical thinkers and self-directed learners who are prepared for success in college, meaningful careers, community involvement and family life.

On February 23, 2017, the Board approved Carmen’s renewal for five years. On June 26, 2017, the Board approved Carmen’s non-instrumentality charter school contract to begin with the start of the 2017-2018 school year and end on the last regularly scheduled day of the 2018-2019 school year. On October 26, 2017, the Board approved an amendment to the contract identifying the location for Carmen Middle School of Science and Technology, South.

On September 27, 2018, the Administration and Office of Board Governance received a request from Carmen to amend the current contract to extend the current two-year term of the contract by three years and to amend the full-time equivalent (FTE) enrollment to align with the five-year contract term renewal that was previously approved by the Board.

Contingent upon the Milwaukee Board of School Directors’ approval, Carmen accepts the attached, non-instrumentality charter contract, with the following modifications:

a. technical revision has been made to clarify that the principals of the Operators Charter Schools report to the Head of Schools through the Chief Schools Officer;

b. Carmen High School of Science and Technology, Inc. will serve a maximum of 1,500 FTE pupils in the 2017-18 school year, 1,762 FTE pupils in the 2018-19 school year, 2,160 FTE pupils in the 2019-20 school year and 2,260 FTE pupils in the 2020-21 and 2021-22 school years as follows: Carmen High School of Science and Technology, South, 360 pupils for the 2017-18 through 2021-22 school years; Carmen High School of Science and Technology, Southeast, 390 pupils for the 2017-18 school year, 575 pupils for the 2018- 19 school year, and 800 pupils for the 2019-20, 2020-21, and 2021-22 school years; Carmen Middle/High School of Science and Technology, Northwest, 750 pupils for the 2017-18 school year, 780 pupils for the 2018-19 school year, and 800 pupils for the 2019-20 through 2021-22 school years; Carmen Middle School of Science and Technology, South, 100 pupils for the 2018-19 school year, 200 pupils for the 2019-20 school year, and 300 pupils for the 2020-21 and 2021-22 school years.

c. the term of the contract is five years, to start with the 2017-18 school year and to end with the last regularly scheduled day of the 2021-2022 school year;

d. technical revisions have been made throughout the attached contract.
Fiscal Impact Statement: The funds for this charter school contract will be included as part of the FY20 budget process.
Implementation and Assessment Plan The contract will be effective upon Board approval.

A copy of the contract will be forwarded to the Wisconsin Department of Public Instruction.
Recommendation: The Administration recommends that the Board approve the amendment to the attached non-instrumentality charter school contract with Carmen Schools of Science and Technology, Inc. to begin with the 2017-2018 school year and end on the last regularly scheduled day of the 2021-2022 school year.
